Short answer, YES. Depending on where you live the officers may be more or less strict on enforcing it. Since all Toyota trucks/SUVs came with mud flaps it is easy to spot a violator.

And why is the OP's truck so prrrtty???
I will admit the trail rash on my truck makes me sad, occasionally. The paint was near flawless when I bought it, now it's pretty scratched up on both sides.

Yes. I received one in my '96. Got it down in the Ocean Beach area. But my truck was flareless, on 37's, and lifted 5.5".
In NorCal (Paradise area) where my brother lives all the lifted Toyotas get cited for no flaps. But up there 37's are a small tire.
