I'm debating on buying this nice lil pickup just to get to work on what not around house. My question is that the PO said he rebuilt it an got most everything right but he messed up when wiring the ignition an is now burning wires only when trying to start. How hard is this going to be? Oh an he said that he's not sure if the lifters are set right cause when its running he said it sounds like a lawnmower.? Any insight on this....

The ignition is fairly simple in these trucks, as long as you can get ahold of a decent wiring diagram. It will also depend on how much the previous owner screwed it up, too.

Adjusting the valve tappets is pretty easy. It will also be in the manual. Once you get the valve cover off, you only need a 12mm wrench and a screwdriver, and a couple of feeler gauges. (technically this engine doesn't have "lifters").
 
I absolutely love the 20R but it does depend on how much he messed it up. Take what he says, and double it. That will probablly be closer to correct. But if it isn't required to get you to work then I say pick it up if the price is right.
Pictures and more description of the actual issues found will allow us to offer more definitive advice.
