I’ve got a 1981 BJ42, some work was completed today on the glow plugs at a trusted shop with an excellent mechanic. He said the glow plugs were only getting 7 volts, he found a bare spot in the wire, fixed it and now the headlights won’t work.

For clarity,
The turn signals on the front fenders work, the taillights work, the brake lights work, the turn signals work, the high/low seems to work as far as the dash symbol switching between the two but the actual headlights will not come on.

I checked the fuse and it appears to be good. Headlights are both new and worked. I’m very ignorant with electrical issues. My cell phone is +19708364227.

I'm not sure posting your phone # is a good idea. It sounds like you need to take it back to the guy who worked on it b4. It's probably a quick fix. Do you see anything unplugged, headlights? or a plug under the dash?
 
A lot of times the contacts inside the switch get dirty or coroded because it's a mechanical switch. It happens on my 40's quite often. One of the things I do is cycle the switch in and out a bunch of times till the lights come on.
