Start by replacing your 02 sensors and your OBD readings may clear up. Bad 02 sensors always seem to make the cats look like they are at fault.
I recommend going new on your cats. This will provide you with at least 5 or 6 and as many as 10 years of service.
Used Cats are expensive to install and may or may not be good for long. I sell my cats for the palladium rather than sell them and make customers unhappy. There are good aftermarket cats available and even when smashed still work well.
