Well I'd pull the plugs and give it a big spoonful of Marvel's in each jug. Let it soak for a day or two to free up the rings. Pull it threw 2 revelations to make sure everything is clear. Check the timing and valve lash, prime the oil pump, then pour some gas down it throat and whirl it over and see what happens. If it seems to run good, then cheap new oil and filter plus some carbon/sludge out oil treatment Let it run for the time specified by the oil treatment. Drain the hot crap oil. Put plug in and like 5 gal of diesel and gas and let it soak for a week to 2. Drain that for at least a day. New good oil and filter. Dry/wet compression test and a vacuum reading at idle.

It turns. Been sitting in MMO for a couple years. Plugs don't look terrible. But I have never seen a valve train that gunked up. Truck was parked in the 90s.
 
Is there a banjo in the middle of the rocker shaft with copper line coming up thru head? My 69 rocker gear looked like yours, the copper feed had broken I'm guessing 1000s of miles ago, must have been lubed by fumes. Shafts and rockers are worn, valves stems recessed into rockers but new copper tube and some o-rings then shutting tappets down to just touching and backing off 1/4 turn and it runs really nice. Cleaned crud out of rocker shafts and cleared drip holes in rockers, too. Takes 5 minutes idling before all rockers are dripping as they should, I lose oil round the loose rockers. Will upgrade to 2f rockers and pushrods one day, might do bearings and 2f oil pump while I'm at it.
Just read earlier posts, you may have no oil feed.
