emissions part identification

I searched through the emissions manual but cannot find this part? can anyone help identify it and tell me where the hose that's supposed to be on it goes?

It connects to the intake manifold. The factory piece/fitting it attaches to is also a vacuum source for the brake booster. I can see it in your first picture. Follow the larger rubber hose next to the brake fluid reservoir (up and over) to the intake manifold and you will see it.

So I think your saying right around here somewhere but I just don't see it?

Okay so I found this post after you guys pointed me in the right direction of what this thing might actually do. indeed it's the AC idle up vacuum actuator
 
As you discovered, that Idle Up dashpot is for Factory A/C. Not in Emissions FSM. Do you have A/C ? Two things make me think you did not have A/C from the factory: 1- the 'Finned Cooler' in your picture does not have the Vacuum port for the Idle Up Solenoid. That's what was installed at the factory if truck did not have A/C.

2- It looks like you have a York Compressor ?

The function of the Idle Up is to slightly raise the Idle RPMs when A/C is on so truck doesn't lug when moving from a stop with A/C engaged.
