I recommend you take it apart and look at it. It’s completely mechanical, with a simple leaf spring and an over center cam. Most likely it just needs to be cleaned up and tweaked to reduce friction points. Very hard to explain, but when you put your eyes on it it’s obvious. I was able to fix mine.
I took mine apart on my LC and the gears were all gummy, and the smaller spring needed to be rewound. I would give everything a scrub. I had some plastic bits that broke off but superglue seemed to fix it. The whole trim panel will pull of relatively easily and the cupholder with itWhat I need help with is the mechanism, LX or LC are both the same. A detailed description of how it actually works and what the usual failure point is. The one in the link above looks like it was submerged for some time.
