Constant Power to Horn?

I grabbed a universal horn from autozone today, but ran into a problem. The wire to the horn is constantly hot no matter what. The steering wheel isnt the issue cause I disconnected that and it still has power. If I connect the horn it will just continuosly beep.


Others have said it sounds like the relay. ANyone have a similar problem?
 
Also, i removed the switch plate on the front of the steering wheel and the horn still had power to it.
 
my 85 4runners stock steering wheel has constant power to horn also

...or get a junkyard horn that has 2 contacts on it, like the factory one. The Hellas they put in Mercedes sedans are really nice.
 
so, the "universal" horn I bought has two plugs on it. That wouldnt work?

Are there any aftermarket horn that would work, cause i really dont want to go hunting in a junk yard...
 
You just need to isolate it from grounding on the chassis/body when you mount it.

I have Hella Supertones, but I wired in a relay as I was afraid they would draw too much through the stock wiring and burn something up.
