Battery light came on while driving. When parked with engine running the battery was 9.? volts. Turned engine off, battery and alternator increased to 12. ? volts but will not crank without jumper. Both alternator and battery reads the same. Alternator does not increase voltage at all. I repeated the same process with another battery as well. No broken or slipping belts.

Bad alternator?

Yeah, and may only need a new set of brushes which are cheapish and easy to replace. From Partsouq:

Is this what your mean that warrants the problem and replacement ?

Also, is there a safe way to clean the alternator ?

I would test the rectifier if that's ok a new brush may buy you some time but it looks like it's on it's way out. Being oil soked doesn't help either.

Don’t know how to do that but I did probe the middle and one side prong and got 11.76 ohms set on 20k. No other prong connections showed anything.

I used Ohm meter and tested what I think were 8 dioded and they all read 495-500ish ohms. From what I am seeing, that means its good. I already have new OEM brush thingy on the way.
 
This is precisely where today's trouble with the Harmonic Balancer began for me. You may want to look into the Denso replacement for the copper contact surface - Slip Ring. That top surface looks much more deeply worn than mine was today. They are under $20. Like mine the black on the copper suggests they were arcing.
 
New OEM brushes and a dose of QD electronic spray and good to go another half a mil.
