Can you identify the noise?

Some new sound on a recently purchased LC100. 100K miles. Timing belt was done @91K by previous owner in a decent shop.
You can hear whooshig rubbing noise on the background. It persists even with serpentine belt off. Strange that it would be a water pump.
I used stethoscope but could not find specific location, in fact everything sounds fine.
The sound mostly heard between seconds 9-12. It does go away when I increase RPMs and only heard when idle.
Can it be anything else?

Remove the drive belt aka serpentine belt. Start the car, if the noise goes away, it indicates one of the bearing has gone bad. It could be a drive belt pulley bearing, water pump bearing, alternator bearing, AC compressor bearing or hydraulic steering pump bearing making the noise. Spin each bearing by hand and listen to it closely.

serpentine belt already off on the video. the noise I am referring to mostly heard between seconds 9-12
 
Hard to tell from the sound in the video but if it's happening with the Serpentine belt off it could be tensioner pulley (or idler pulley) bearing for the timing belt. Just because they were recently replaced, doesn't mean they're good. Aftermarket parts fail all the time.
 
An old timer once showed me a trick where you hold a watering hose to your ear and then use the other end to isolate where the noise is coming from. Obviously you would want a short piece of hose, maybe 2'-3' long.

So time belt was done 20 years and 9K miles ago. :bang: Sorry I couldn't resist.

On a serious note, some thoughts & suggestions:
Make, year, miles posted in your signature line. Is so helpful!
Remove engine cover.
Hold recorder, very still in one spot. Do not move. Record from a point for ~30 seconds. Then move to another point (one side of engine then other, including front).

Some engine do make, a kind of squeak sounds.
It may just need a good base line tune up.

Check engine VIN# (BK2 head, center, just above exhaust) to see that it is the factory installed engine.
Check coolant level under rad cap, while engine cold in morning before sun up or starting.
Check oil level and condition, after warm up.
Check transmission (A/T) level and condition, after hot.
It may be best flush engine and A/T fluid first.
PCV valve and depending on year. 98-02 has rubber grommet. They may need replacing.
All vacuum lines need to be good and tight.
Check engine compression. R&R spark plug if need while in there.

Knowing who did the 90K mile timing service, yields clues. They can also be called and ask for list of parts used. Some INDY and most Dealerships rarely R&R T-belt idler of tensioner pulleys. I've even seen some, not even R&R water pump. during T-belt service. Good news phone call to INDY, also the records of what parts are available by VIN # form Toyota or Lexus depending on your make. If T-belt not done in last 10 year or 90K miles. Do T-belt service.
