Unfortunately even with isolation between the aluminum tray and the steel frame, there is still likely a path for current to flow through the battery hold down clamp, which goes from the aluminum tray to the steel body.
They don't absorb the vibrations as well as rubber washers. Come to think of it, I rejected the washers as too big and opted for smaller O rings. My best mod under $50 to your battery tray... some nylon "T" washers where the steel comes in contact with the aluminum.

if your blower fan doesn't work well, I just replaced the brushes on mine for about $5. Blows much harder now. Very pleased with the result.
What if the fan itself has a broken wing? Any cheap repair for that?

I'm glad to see this thread still going strong after more than 4 years!
I read soemwhere on here moving the rear window sprayer to squirt on tail-gaters. I think that's an amazing idea, but on my 62 I have no idea how to even work that thing....

That only works if the fluid can make it to the sprayer . . . my hose is broke somewhere above my D Pillar . . . when I push the button it just dribbles down into my cargo area . . .
Thats my next fix
