I’m going to weld my Rig’d Rambleswing to the receiver hitch. I need it to perform just slightly better so I can mount two Jerry cans, propane, and a diesel heater. It’s slightly overweight and it can get a bit wobbly after long moderate+ trails. The carrier itself is solid but the receiver will slip a bit after prolonged stress.

I’m all-in on this minimalist bumper setup. Still need to chop the resonator, then it’ll be perfect.

Why don't you just get one of the anti-rattler things instead? Don't you want to be able to remove it from your hitch?
 
How about welding some attachment points to the rack toward the ends and using a couple big ratchet straps to the vehicle frame to solidly stabilize the rack.
