Looks like you are not planning on running a heater either? It looks like there is a frost plug in place of where the heat supply fitting would go.
 
Well, in the US I live in Florida and I still have the glow plugs, which I just installed today. From the look of them they had never been used.
 
The drain is so you can drain the block of coolant.

Does not look like your block has the drain so your cover should be drilled/taped for the drain cock. Old oil cooler will give you the drain cock itself, location, and thread type/size.
...but what is it meant to do?

Great call out by @svsisu - I think you should consider installing the heater core supply into the block. Its installed into the most rear LH side freeze plug port. Part number: 16278-17010

You will also need the heater core coolant return pipe which the turbo uses too. Part number: 16268-17020.

This pipe gets pressed into the above circled area. The small pipe nipple below is for the turbo return.
