Yes...I was told it was installed in New Zealand. It is just a piece of thick plexi glass with a normal automotive window seal around it.
I thought is was abnormal before and then I have saw one on another FJ that someone restored, so maybe it is normal.

I took some more pictures of the rusted spots. A previous owner had repaired a few spots and some spots are just blistering, where other spots may be a bit more serious. Seems to be all the normal spots for rust.
