I had a similar issue whem I first bought my 97. Ended up being am issue related to an alarm. I removed the alarm system and patched the wires in the driver side kick panel to get it fixed back up. Good luck.

The only way I could hold that armature in there while reinstalling the cap was to take the cover off of the main body of the actuator and firmly press my thumb against the worm gear on the armature shaft (after it had been reinserted of course). The magnets inside of that cap will yard that...

Its not a plug at all. Its just a dirty spot. Use a new throttle body gasket when re installing and bolt it up. Bam... have a super holiday season.
