Have you gone over the rest of that 100? Upper hatch. Under the Gulf States toyota fender flares, if equipped. That's some serious rot to be isolated just in that one spot, IMO.

The dash gauge and scan gauge are likely reading from two different sensors. I haven't looked closely at the 4.7, but that's how the earlier trucks did it. One temp sensor for the ecu and another for the dash.

That is not a job I'd even touch. If the frame is that bad, so is everything attached to it. You could buy multiple non rotten trucks for what it would cost to fix that.

We worked on a truck that ORI butchered, but that was years ago and didn't involve frame repair. Judging by the pics, that frame is waaaaaaaaaay too far gone to put any money in to fixing. He'll be chasing issues forever.

On the hunt for aid vehicles today... At the U*S*S* Tokyo auction and a nearby Cruiser dealer. The U*S*S* Tokyo auction is the world's largest, auctioning up to 20,000 cars a day.

Put in some more work on FZJ80, ended up using only a section of the core support I got from @matzell turns out that the core support in the truck is completely rust free so just swapped the bad section for the good. Still need to pull the frame...
