OK everyone real-time help how do I get these bolts out? Drill? If I drill how do I replace them? Trying to replace my ignition switch bracket electronic switch

Cut a channel with a dremel and use a large flat blade? Tack weld a bolt to the head and then use a wrench. Use the dremel to cut the bolt shaft in the gap between the two parts. All guesses but I've never done the job.
 
After watching this video (thank you to the guy who posted this!)

I'm thinking of leaving the current bracket and just replacing the inside cylinder
 
Just swap out the rod, not the whole assembly. Lots of good info here: busted ignition

Thanks that's the info I was looking for. But yes I fixed it by just swapping the rod into the old assembly bracket. Unfortunately Toyota doesn't just sell the rod you have to buy the whole assembly bracket
