Ported carb for vacuum advance (1 Viewer)

I'm installing my ported carb, and I notice there are 2 tubes on the passenger side of carb and one at the base on the driver side. It looks i should attach the distributor to the lower tube on the passenger side. My question is what are the other ones for? Can they just be plugged?

Lower fitting on driver side connects directly to Choke Breaker. The CB is in the pic, the hose goes out of frame, dunno what it's connected to now.

Lower fitting on pass. side goes to distributor.

Upper fitting on pass. side is capped.

Edit: why is there a weber adapter underneath the carb & insulator?
 
Not a weber adapter. It's an adapter I made so I could use a F motor carb with the 2f motor I had. Raises it up so I can use the 2f air clearner. Using it like this maybe ten years or so.
 
I've been working on getting it going the past couple of years. Freshly rebuilt 2f installed. If I remember, it's on ok fit. I raised it up enough to get a good insert into the air cleaner. It was secure enough just attached to the valve cover, but it is the next thing I will be installing.
