There are only a couple of companies in Japan that manufacture steel wheels for Toyota in the sense of tier one or two supplier where the wheel is installed at the production line.
CMW is one and the other one being Topy. The wheel in the first picture does not appear to have the ID markings of either CMW or Topy at all, even from the close up photos that 2fpower shared later in this thread. Without going into too much detail, the steel wheel ID markings and stampings actually follow a specific format and again that wheel doesn't seem to follow that format at all. One of the biggest giveaways is there is no "J" or "JJ" marking by the rim size and width.
Again, my bet is that this is a port, dealer or previous owner installed wheel.
