My 97 has carpet in pretty good shape except for a hole just in front of the right side of the driver's seat. It has a whole that is slowly getting bigger and loosing insulation. Since it is not in a real noticable place, is there any way to patch the hole and do a good match job?

If there is not a good way to patch it, how hard is it to replace the carpet? I am sure all the seats would need to be removed but would I run into electrical issues or other?

Put some camouflage duct tape on it and call it good.
 
Depending on the size you may be able to harvest a piece from under the center console or perhaps near the firewall. You could then cut out the bad piece and glue the new one in using a piece of fabric or such as a backing.
 
See if you can just sew it back together. If not, try finding a matching piece and sew it on as a patch. Just cut to size and sew.
