So i am installing a Metaltech Tube Bumper w/ winch mount. It looks like to install the winch mount bracket, need to drill out a nut that is welded to the inside of the frame.

could someone confirm this. i can't see any other way for it to work

Next you have to drill out a small hole on each side of the frame, using a 1/2" drill bit. The hole and welded-in nut are already there. You have to make the hole bigger, and drill right through the nut and pulverize it. This part was annoying. Don't bring your crappy Home Depot battery drill from a kit. I tried. Go dig out the old plug-in one with way more power. It still takes a while, and metal shavings go everywhere. Watch your eyes.

Next you have to chisel out the small remaining bits of the nut from the inside of the frame rail. Big metal chisel and hammer. Actually not as hard as it sounds, if you really clear out the hole with the drill in the first place.
