That actually makes sense. A gas (a gas such as air, not gasoline) will change volume orders of magnitude more with temperature and elevation (pressure) changes than a liquid will.
Well, it has worked for me, so I guess it does make sense. For some reason I thought it best to leave some room in order to allow the gasoline to expand.
