What are y’all doing in this situation? Bolt broke, used a ton of heat and pb blaster and it will not move. Welded nuts on the head and it backed out to a certian point and decided to freeze up. Won’t even get it out with extractors.

Anything other than oxy/acetylene, isnt real heat....cause it can't be frozen if it's liquid.
 
Grind the inside flat and try again to weld a nut. Or push the easy button and do the Drill and tap.
 
If you know the bolt size/pitch, look up the tap drill size - pick the next smaller drill. Punch the hole and use a dental pick to pry out the threads left in the hole. Way easier to just go up a bolt size. Amoron has for example 10mmx1.5 tap with a 8.5 mm drill bit for $11
