I think my 75 is opposite of Brian's, forward is brights.

I think my 75 is opposite of Brian's, forward is brights.
I could be backwards....I don't use them often,what with the led headlights.
 
In my case, forward position is "brights" and rear position is "low beam". Unfortunately, I thought once I discovered to how turn on the brights, that the orange indicator light on the dash, just to the right of the instrument cluster does not light when on brights. If that light is in fact intended, as some have suggested, to notify the driver that the brights are on, mine isn't working. Sounds like I've got some under dash work to find what that wire leads to.

The red light to the right of the cluster is the brake warning light.
 
The light on mine to the right of the instrument cluster is yellow or orange in color, and does not light when I have the brights on, or when I pull the emergency brake, so I have to crawl under and see what it's wired to. I did exercise the emergency brake with the key on, nothing happens. It's shocking how floppy and fragile the emergency brake design is.

Not all years were the same. Year and month would help identify want you have. Brights were always in the instrument cluster right about the notch for the column shift. This goes back to the FJ25.
 
Mine is a '75 and assembled and sold in Costa Rica through the Toyota dealership in San Jose, CR. Therefore original assembled components vary from the mid-60s to '75, built in '74 between March and April.
 
I think one of the issues your having is the person who restored the vehicle took liberties with some of the parts he used. This is not uncommon with SA and Costarican restored FJ4X's. The orange light is not Toyota.
