Time to replace e-brake shoes?

1978 FJ40 with transplanted H55/split case w/drum e-brake. I imported the rebuilt (& fully assembled) H55/split case/e-brake from Australia 12 ago but have only put on about 5K-10k miles on them.

I believe its time to replace the shoes only because the e-brake handle comes out quite a bit and is not holding the truck in place. Have pulled the e-brake drum to inspect shoes. Take a look at the shoe lining on these pics and please let me know your thoughts.

Questions:
1) Do the Mudrak double seal at this time? Will this mod. work on this setup (is this e-brake same as USA e-brake?). If I pull the speedo housing off for this, is there a speedo gear for 35" tires?

2) Replace all the e-brake shoe related hardware or just the shoes?

3) Attached are pics. The oil started to show up and drip out once the e-brake drum was pulled off for the pics.

Where is the seal from this point?

The seal for the transfer case output shaft to the rear axle is located in the back end of the speedo housing. The e-brake backing plate is attached to the speedo housing with those four bolts labled 6, 7, 7 and blank. (I'd bet that someone's taken the backing plate off before).

The e-brake drum is also the flange for the rear driveshaft, and the drum is driven by the splined output shaft from the transfer case. The drum has an extension piece that is internally splined to match the output shaft, and externally is smooth to provide a sealing surface for the aformentioned seal in the back end of the speedo housing.

It's always best to drain the transfer case before you pull the e-brake drum....:)
