Throttle Valve won’t open - Need help!

So originally my cruiser would top out at like 65 (wouldn’t downshift further?) and I noticed by throttle valve wasn’t opening all the way. Tightened the throttle cable - did nothing.
Looked into the throttle body and valve barely opens. Seems to be prevented by the orange cable with the orange cap.

The cable won’t really pull at all and now it’s barely shifting. What’s going on????!!??

Also there was a time where the pedal would stick and I’d give it a lot of pressure then it would be really loose. Weird cycle. That no longer happens tho.
 
The cable with the orange cap is the kick-down cable (or, as Toyota calls it: the throttle cable) for the automatic transmission. The throttle cable could be seized or just way out of adjustment. The Factory Service Manual tells you how to set it up correctly:

In your first pic, you can clearly see the little "stopper" on the throttle cable, just in front of the orange boot. That stopper should be no more than 1.5mm from the boot with the throttle valve closed.
