A positive displacement supercharger will effectively make boost at 100rpm... every turbo I’m aware of will take some revs to produce boost (especially peak boost).

Having said that if you can get a turbo boosting at like 1200rpm there’s probably no real world difference as it’s very rare you’d actually be driving with revs lower than this and actually needing a decent amount of power.

Yeah, boost at 100rpm is of no real use. Turbos can/will boost at around 1200rpm
 
Talking about superchargers reminds me of when we used to put Judsons on Beetles and show them off by driving off in top gear.
