I went through the FSM again and made a list of all the recommended components to check with the voltage and/or resistance values. Basically started from scratch, and went step by step. Everything checked out as it had the first time around.

What I did find was that I was not getting fuel pressure to hold in the line to the cold start injector. I ran the motor through the usual start/die cycle and took off the banjo fitting, expecting fuel to spray everywhere. Nothing. I then put the fuel line in a pint container and covered it with a rag to prevent spraying. Turned the key to the on position, nothing. Jumped the fp to +B in the diagnostic port with the key on and had strong fuel pressure. I tried to stop the flow by pinching both sides of the banjo and could not stop the pressure. I had also re-tested the fuel pump with the fuel lines hooked up and I could hear the fuel pump running in the tank with the fp to +B jumped.

In going through the FSM, I came across a Circuit Opening Relay in a diagram of electronic components related to the EFI. It appears that this relay gets battery power when the key is in the on position and powers the fuel pump. The FSM says nothing about this relay when diagnosing the EFI system. I found the relay above the ECM after taking out the glove box and lower passenger dash. In testing the relay, I found that I had no continuity between +B (battery) and FP (fuel pump) when the relay was powered between +B and FC. I took the relay cover off and found it was corroded. It looked like water had gotten into it. Upon closer inspection, I think the capacitor malfunctioned. The picture shows the relay and contacts.

Off to the local Toyota dealer tomorrow to see if I can get a relay. Hopefully this will take care of the problem and I wont have to do the fuel pump or fix the fuel filter.:bounce::bounce::bounce2:

If you find out tomorrow if you need one, I've got a fuel pump from an EFI 4 cylinder (1991) sitting in the shop that I'd love to get rid of.

It worked when I swapped in the diesel. I will be home tomorrow, but after that I'm on the road for 4 days and wouldn't be able to ship it out.

I bet it's the circuit opening relay too though. That one doesn't look too good.

Did ya jumper the fp to +B and check to see if the 4Runner would stay running longer than sec.?
Maybe that relay is the culprit.
Common issue with the windshield leaking over and onto the ECM. I put a sheet of plastic over mine. That way I have safe wheeling :hhmm:

Installed the new circuit opening relay and it runs like a champ. Again, thanks for all the input in chasing this down.

Howdy! Good to hear that you found the answer. A little toothpaste and an old brush will clean up that old one for a backup. Maybe?? John
 
My truck is doing the same thing right now and in about ti take it to the shoo could this. Is the a black relay or a red ine
