Starter Delay - Or no crank at all...

I have a 1991 FJ-80 3FE. Over the past few months I have noticed an occasional delay when I turn the key. 1-3 seconds from when the key is turned to when the starter engages. No clicking or anything, once the starter starts spinning, everything sounds normal. Then, On Saturday after driving for about 30 min and being stopped for about an hour, I turned the key and got nothing. I turned the key off and on 3 or 4 times and it cranked and fired like normal. Battery is a X2 Power that is less than a year old and starter was replaced last summer. Is the solenoid in the starter? Is there a starter relay that could be a problem? Ignition switch worn out? just curious if you can report back on fix for this. I have to hold my key on for 1-3 seconds to get my 92 to crank over. Problem has been getting worse with no crank, and then a handheld jumper gets it going. This is intermittent, but worse in cold weather. My experience with starters is that when they go bad they are dead (or need banged on to get you home). This seems different. I have an Optima red top. Will it delay cranking if it senses no fuel?

I have also had rough idle (tick over 600). Recent tune-up, intake cleaning, replaced IACV, advanced timing. I have a fuel filter to swap next. Debating on inspecting the TPS, and replacing Fuel Pressure Dampener... 3FE 230K

I had same issue. Delayed start 1-3 seconds. Sometimes if my battery was not tip top I would need to attach a jump box.

I read that the culprit is likely the wiring through the ignition switch. Installed the Painless Hotshot relay (Hot Shot Kit Part No 30202 - https://painlessperformance.com/product/hot-shot-kit-part-no-30202/) and it cranks immediately now a bit faster than it ever did before.
 
Low hanging fruit with a delayed crank is usually the starter solenoid. The bore gets dirty and the grease becomes contaminated. More prevalent in cold weather.
 
I replaced the starter, it was a blast. It has started fine for 3 days
