I removed all my seat belts to have the retractors rebuilt. For the front you have to lift up the mechanism used to adjust the height of the seat belt on the pillar. Now the adjusters aren't working.

I figured out how they work but seems like I am missing a piece. So the white bar with the with the metal cylinder in the middle come up when the two sides of the mechanism are pinched together. See picture 2. (I know I am missing one spring)I think this is where I am missing another piece. when the mechanism is pinched together is draw up (I guess out really) the white bar and the metal cylinder that allows the adjuster to move up and down. See picture 3.

What am I missing?

Yep your missing a part inside. Same thing happened to me a while back. What color is your cruiser? I have a spare tan colored one.
 
Cruiser is white with Oak interior.

Do you have a picture? Guessing they cannot be bought separately from the whole mechanism.
 
Sorry man. Just realized that the pics never got through to you.

As far as I can tell you are only missing one spring. If you have one of those cheap ball point clicker pens you can take the spring out of that. The "button" needs 2 springs.

The white propeller looking thing should be oriented in a vertical position. The squeeze buttons have an angled plastic that will lift that propeller looking thing up thus raising the detent enabling you to adjust the height.

Use some silicone grease to ensure the pushers don't get stuck.

The second spring and the silicone or other type of grease is important. If the pusher button thingy does not separate evenly then the propeller looking thingy will go out of vertical alignment leaving you in the predicament that you are in.
