The rear vents on a 60. The inside flap, what is the matériel? Mine now is about as hard as a roof shingle. the the other is dust. Then inside piece is there another flap that goes at that opening too?
 
They were flexible. So not plastic but some sort of hard rubber sheet. McMaster Carr likely will have something suitable as a replacement.
 
if you know a roofer, specifically a flat roofer, they've got a rubber membrane that is very versatile. flexible, durable. i've not used it for vent flaps, but believe it would work well. ask for some scraps
 
There is a piece on each opening of the vent tube?

How is the one closest to the outside vent attached?
I believe the flap is only on the upper, inner portion. If you pull the tube out you’ll find two staples at the top of the interior opening that once held the flap. I think then the flap falls down it rests against the outer vent and makes people thing that was a second flap.
