I don't know the ID as my adjusters slide over the tube. I can tell you that tube has a seem that needs to be ground down to be able to slide anything into it.
I would try to sleeve over the tube rather than inside it.

It is a thin wall metric tube. You aren't going to know unless you have cut one in half and measured it with accurate equipment.
If you want to sell a $200 part to lengthen said tube, it's not a good idea to tell people who have to take the risk of cutting the panhard in half and then hope it isn't a custom made solution to lengthen it.
$20 says the OP will be putting $200 on plastic to Mr. Slee by end of the week because he can't stand looking at that offset rear axle while it is sitting in his driveway
