Why would the PO block the vacuum hose from the TVSV to the AAP on the carb of a 1980 20R? It looks recent.

From my reading, if the AAP diaphragm is leaking, it will cause a stumble. Plugging the vacuum line to the AAP is a quick "fix" to stop the stumbling. Seeing as you're rebuilding the carb, probably best to get the AAP functioning again.
