So, I am going to assume that this additional climate control aspect is limited to the 40th anniversary edition and therefore, not included in the standard LC 97 EWD unless via a supplement that I do not have.

The very nice service bulletin provided kindly by ToyotaDon confirms that the part in question is a simple photodiode that conducts (low-resistivity) in light and does not conduct (high-resistivity) in low light. The cover is a dark translucent black, so likely it conducts only in bright light. I may use a light meter with mine and see at what level of light it switches.

I agree. It is much more simplistic than I thought. Do we have light or not simple. This was the state of 80/90s tech.
 
I am looking at my 1997 LC EWD Page-173 and there is no solar sensor on that page. This is weird. My AC circuit diagrams span pages 172-179 and there is no solar sensor on any of those pages. This is publication EWD282U. Can you please confirm that you are looking at the same publication?
I have access to the online service information through TIS, so it includes all updated information. The publication number has not changed though.

It is official Toyota and available a few ways, including as a paid subscription. My access is as an automotive instructor able to provide Toyota training to my students.
 
Most of the service manuals in the Resources forum came from there.
