Did a quick search here in the Pig section...

My parking brake on the '74 Pig does not release very easily.

I cleaned where the shaft is fixed to the dash, but it feels like the resistance is downstream of there.

Has anyone encountered this and gone on to fix this?

Do you mean that the handle doesn't retract with spring assist? Mine did that and the return spring in the parking brake assembly was messed up.

The retract was sticky...

I disco'd the cable from the lever at the firewall and found it was the under-dash piece that was sticking.

I cleaned the shaft of the handle with some brake clean and hooked everthing back up - good as new!

There was a varnish-like crud on the shaft...

I then adjusted the park brake at the drum and everything works wonderfully!

Retract springs inside the assembly are off or broken. Drum brakes are designed to "self tighten" once applied hence the lack of a booster on drum only vehicles.
