Wanted Open fender vent

Does anyone know the history of open and closed fender vents? Where the later model FJ55 closed?
 
I've seen them all over the place with no rhyme or reason. I'm thinking it could help with engine compartment cooling depending on location. It would also play into where your fresh air vents get their air from. I wonder if you were able to pick which ones you wanted.
 
My 78 has open ones and I know the drivers side is for the blower motor that kicks on when the engine is shut off. It supposedly cools the fuel in carb to prevent percolating and vapor lock. Pass side heater is plumbed to it. Don't like them. Like them closed.
 
I thought of that after I posted that the later one one be for the carb fan.
 
the early ones, not sure when it stopped 1970 had it, had a pull vent that fed air into the footwell area of the driver. the air was funneled thru the vent to a damper door and then vented to the drivers feet.
 
My 1975 has closed. I don't see a reason to have them open.
