I hereby proclaim this PROBLEM SOLVED.

Did about 30 miles yesterday. Cap was completely perfectly clean this morning, not a bit of water or moisture. Phew!

@mejerifly , change the PCV valve next time you do an oil change.

Two tanks of gas, checked the cap both times, not a drop of water.

I submit that for the folks that say that getting condensation and sludge under the cap is "normal", it's not normal. It indicates the engine is not ventilating properly.
