it's a Ø4-mm x 10-mm long sheet metal screw. There is no specified installation torque; turn the screwdriver until it doesn't turn anymore.
You won't find an exact replacement at the local hardware store; the thread form is unique to the JIS automotive standard. And the head is smaller than you'd find in a similar size sheet metal screw; also unique to the JIS automotive standard.
You may be able to find one here; I haven't looked.

Mount is good, those welded nuts were just acting as spacers and not attached to the frame.Probably need to see if that stand is any good, IIRC they are threaded.

All for M10 threads. @Coolerman 's spreadsheet suggests M10x1.25x30mm. I think Toyota used two studs to aid in locating the box during assembly. I recommend checking the threads in the bracket to confirm the pitch.

It depends on 3 speed vs 4 speed, and possibly, year of manufacture. Shouldn't you provide more information in your request for information?
