Lamb makes a good point. The problem could be a stripped/spun dissy gear (easy external replacement) or it could be a spun timing gear (invasive surgery). You can actually look in the oil fill hole and watch for the pushrods moving.
 
Where abouts are you in NOVA? I could probably persuade a couple club members to join me to lend a hand... we love trying to solve mysteries like this.

Well, after a week and change of PB blaster soaking and wiggling back and forth, I'm about to call it quits. I can muscle the :censor: CCW with a 10 inch crescent wrench but I need to hammer tap the wrench with a hammer to rotate the dizzy back CW. Zero vertical movement.

I've decided to satisfy that part of me that really want's to break things by putting the cap back on and trying to turn the thing / yank it out with a strap wrench once I get the nice folks at Amazon Prime to send me one tomorrow. Probably not wise but a good compromise because what I really want to do after weeks of spinning my tires is to take a cutting wheel and get real weird with the dizzy.

Actually quite funny that you posted this as I've been in the Stafford area for about a year and nearly every month I've had something on the first Wednesday. I had finally made a point to make it to my inaugural meeting in March and this happened. April seems unlikely at the rate this problem is being fixed... PM me if you guys are interested in some charity work... If the strap wrench doesn't work (which I'm sure it won't), this rig is most likely getting towed to IPOR or Forge down in Fredericksburg.

On the plus side, I did paint the headlight / grill all black and renewed the TOYOTA badge because the chrome was in abysmal shape. If only I could get it on the road to show it off.
 
Please have a helper crank the engine over while you look in the oil fill cap for movement of the rocker arm.
Just to solve the mystery, plus you'll have a little more info to aid the diagnostic process for the repair shop.
 
when my dizz got jammed, I had to beat it out from underneath, with a big hammer and drift. it was uggballz, but it did come out, and the new(to me) one went in fine after realigning the mounting boss for the oil pump- HEY...maybe try loosing the 2 bolts behind the oil cooler to buy some movement of the oil pump mounting block and try pulling it one more time before giving in and getting down and dirty/ maybe you mounting boss got moved at one point in its life...

Absolutely. Been saving the two person items for my last ditch day of self-maintenance. The little helper in the picture can't get the clutch to the floor quite yet.
 
Well Jim/all, the good news is the rockers move just as (I assume) they should. Bad news is the dizzy is still happily seated in its eternal resting place. Try as I might, that :censor: won't budge.

Time to call my pal Walter from Eddies towing and bring the rig down to Forge. Time to earn your $100/hr Vince! As much as I want the learning experience of dropping the oil pan and looking at life from the underside, I don't have the garage space to embark on the project right now. I'll update the final disposition once the professionals look at it.

Maybe we'll kill two birds with one stone and there will be a unwanted set of 16" steelies sitting around the shop that I can throw some Grabber AT2 LT285/75/R16s on and give the blue hunk-o-junk some new shoes.
 
That's great news. The cam is spinning, so it might be as simple as the dissy drive gear has failed. Oilpan & dissy R&R and you're good.
 
how'd the bearings look?
