Are you getting fuel in the carb? if you have a stock carb it will have a sight glass on it, fuel should be seen halfway. When you press the accelerator without the air cleaner can you see fuel squirt into carb? you rebuilt the carb even that can loosen debris in the fuel system and block small passages. You first have to verify your carb is getting sufficient fuel. Like gimpy said check cut of solenoid, when turning key to "ON" position you should here an audible click coming from the carb. I would check the carb before any timing work.

Edit. does your fuel pump work.
 
Are you using the choke to help start it? The fuel cut off solenoid lets the truck idle properly once started but it won't help if you are not getting fuel into the float bowl. Bad fuel pump, clogged gas line filters, plugged pickup in tank all come to mind as possible issues.
 
The fuel pump is working. Also, we can see gas squirting into the carb and the sight glass indicates gas in the carb. We need to check solenoid as I'm not sure about click.

This morning we let the fuel pump run a little longer and pumped the accelerator quite a few times and it seemed to "want" to start. The main belt is slipping though and the engine seems to bog down when that happens. We plan to replace it with a new one as it's noticeably frayed/warn. I don't know if/how that might affect starting?
 
It won't. Belts run ac comp, alternator, water pump, etc...

No click=no run!
 
We pulled the idle solenoid because we couldn't hear it "clicking". We directly connected it to the battery and the needle would extend and retract when voltage was applied and we could hear the click.

However, we noted the needle on our seems to be slightly bent. I'm thinking that's not normal? I'm guessing maybe that's rubbing against the side of the inside of the carb and is preventing proper operation?
