Going back to the beginning, the turn signals are powered by the TURN fuse that requires the key to be on to hot up. The hazards are fed from the STOP fuse when the hazard switch is pulled out. If the current draw ceases when the white wire is lifted from the alternator, I don't understand why that would not be the problem.

Remove the W/L wire from the alternator and measure resistance from the stud (+) to the case (-).

That is true. I’ve had bad parts in the military… I guess it’s just frustrating. I will try the resistance on the post.
