Fortnight does indeed mean 2 weeks. I draw on my knowledge of Wimbledon and it being referred to as the fortnight...it's a 2 week tournament.

Correct the ROTW was dying out and since so many people have already done it Romer didn't think it could hold up to a weekly deal so in order for it to stick around he suggested to slow things down and make it every two weeks.
