Recreation and the Environment (NSRE) report published Feb 2008 from H's link above:

The Chief of the Forest Service has noted that unmanaged recreation use, including motorized use, is one of the top four threats to the management and health of National Forests. Growing unmanaged recreation in recent years pushed the Agency toward a major effort to revise the Forest Service’s guidelines and regulations for OHV management.

I need to follow-up with the FS.

From my conversation with the FS they were VERY happy to have us offering volunteer labor. Seems that no one else has ever offered to help at Cullowhee. There are a bunch of locals that use the trails and I bet never do any maintenance - well we are local enough and we will start.
