Get a cup of water and pour in cowl vent. That will rule that out quickly. No water should get inside.

Anyone have a brand of seam sealer they like?
Inquiring minds want to know... Did you do the water in the cowl vent test?

Not yet, side tracked by another problem, non-sealing air filter housing. So, it looks like it is time to refurb it, have it blasted, paint and create my own "seals" as the upper and lower above and below the filter element are NLA...................
Check inside your glove box. If that seam is bad it can get wet in there. The cluster and switches can get wet as well. I keep any papers I have in the glovebox in a zip lock bag just in case. I have a double DIN audio from Toyotas that are two pieces. Plan installing radio/cassette in the opening above the heater and remove the CD player in the glovebox. Need to figure away to protect both from water. The dust in AZ is bad enough to deal with.
