So like many things in life I still haven't gotten around to pulling my cylinder. Did you ever figure out how to get a code cut key for your 95?

No luck on the code cut or solving the mystery. I had a few spares traced and they work fine. I think it’s an error in the Toyota key book.
 
AFAIK the cylinders could be re-keyed by a locksmith (I didn't mess with the pin locations, just cleaned and greased).

Had exactly the same as OP, mine is a european HDJ80 though with build date 11/1995. (internal cut key)

All the locks are in good working order and use the same key, when i bought the 80 it came with 2 silca aftermarket keys, of which 1 was a little worn by the looks of it.
So i took my passenger (RH) door lock out of the door and went with the code that is stamped on it to my local Toyota dealer here in the netherlands, they ordered a new key off the code and it was a completely different profile compared to the keys that came with the 80.

Took 1 key that came with the 80 to a local locksmith, 10 min. later walked out the door with a new silca key which works perfectly.

Still a mistery to me but i also think it’s an error in the Toyota key book, local dealer parts guy also didnt know but i could not return the key, and the cost of it was little more than €50,- for 1 key that unfortunately is useless.
 
I had two keys cut by different dealers from the VIN for my 1994 in 2006 and 2015. Both work perfectly.
