Popped the top to bleed the cylinder. Apparently it's a 'known issue' with CCOT cylinders. But, I didn't know. There are a couple threads on it in the 40 section.

What is it that you have to do to bleed CCOT cylinders? What top? Or thread ref?

Post #16 of that thread provides the 'cure'.

Basically, you can't use the bleeders to get the air out, you have to partially disassemble the cylinder and bleed it 'open'.
