Is This Too Much Rust?

Hi all,
I’m looking at a used 200 series LC with a little more than 70K miles. It’s a New England truck. Is this too much rust or is it treatable/manageable?

'New England' is an Algonquin word which means 'too much rust'. Once you hang a Massachusetts, Vermont, New Hampshire, etc. plate on a rig, it begins to rust exponentially. This rig proves it.

On the other hand, by the standards of the area, this one is actually quite clean.

KDSS bleeder screw will probably never turn. This is a "run it hard until it dies" rig--I sure as hell wouldn't want to work on it. Shame to see at such low miles. :(
