More important is the damper that diverts heat up to the intake when the is engine cold. Those tend to rust and freeze. Frozen diverting to the intake manifold can effect the carburetor.

sure, but sometimes the plate in there just evaporates, leaving just the (stuck) rod...Ideally a working damper is the best option in my opinion.
