Take core out, see if air flow through the fins is obstructed by debris, check fluid flow through core, look for evidence of scaling in core.
 
Dynamat or equivalent helps in the doors, but really, wear heavy clothes, and put something in front of the radiator to make it warm up faster. Make sure your fan works well. I live in the cold and my rig doesn't warm up for a good 10 miles. I try not to use it when it is below 20F. The doors freeze closed or open if I can get them open. I have driven to work several times with a strap holding the front doors together.
 
+1 on what Sal and TJ said. I used Cruiser Crap, similar to Dynamat but half the price, and the difference in keeping heat out from the firewall and floor was unbelievable. Assume it'll do the same to keep heat in this winter. And I couldn't believe the collection of lint, dog hair, etc, in the fins on both heater cores when I restored them. Another major difference would be to make certain your weatherstripping on doors, tailgate, etc. is in good shape. Doesn't do much good to generate heat if it all leaks out.

how much better are the heating systems
in fj60 over a fj55?? would like to keep the 55' as a daily driver in the winter, but perhaps getting 60' would keep me from iciclehood?
 
A piece of cardboard in front of the radiator might be all you need....and clean out the blower and heat exchange in the cab...slightly cheaper than a 60.
