Alright, i must be a blind sob but i can't find a green/orange wire. Is this wire under the steering column in that rats nest or under the hood?
 
Update...now i can put the relay in and it's fine, but as soon as i tap the horn it blows and won't stop blowing until i pull the relay.
 
That's how mine was. Opened out the side panel and dried everything and it all works fine now once dry. You probably still have some moisture in there.
 
I opened the panel and stuck a hair dryer in there for nearly 30 min. Guess i need to wait longer? Was hoping to find the smoking gun today sine it finally stopped raining for the first day in 12 or 13 days
 
I found a small spot on the upper right corner of the windshield that was damp. I put some silicone around the area to seal it up.
 
Alright, just got back home. It's been sitting there dry for days. Put the relay in and the fog lights come on now while they are switched off. I honk the horn and the lights go off. This is driving me nuts. Lol
 
Sorry to hear, that sucks. This is just a guess but your fog light relay may still have moisture or is just fried. Unfortunately it's on the back side of the fuse panel in the driver side kick panel.
 
So i unbolted the fuse panel and pulled out the fog light relay. Even with the relay removed i still have constant 12v to the horn unless i turn the fog lights on then it goes away. I verified the fog lights are not coming on now so i know i have the correct relay.
 
@Placemotorsports lol, looks like I am back in the boat with you. Went to tap the horn yesterday to get someones attention and the horn again got stuck on. Had to hop out and pull the relay. Forgot to try the fog light switch to see if turning them on would turn the horn off like yours does. Whatever it is we seem to be battling the same gremlin.
 
Lol, damn things. I currently have the fog light relay out so i can still honk the horn and my lights won't stay on to kill the battery.

So stuck the relay back on and as soon as I touched the horn it stated blasting, turning on the fog light switch shut it off and after that the horn started functioning properly again regardless of fog light switch being on or off, as though it reset something. I now wonder if the light stalk that has the fog light switch could be the issue. Probably going to leave it till I have some time to properly go through everything but at least the fog light switch can be used in a pinch if it starts blaring to turn it off.
 
Have a 2000 model also. I've experienced this issue twice - both times after significant rain (one had standing water in drivers floorboard - thank goodness for drain plugs). Both times I just unplugged the horns and waited for everything to dry. Plugged in a couple days later with no issues at all. After the second time I blew out the sunroof drains, haven't experienced any issues since.
 
This thread cracks me up. Anyone heard Brian Regan's bit on a horn stuck on? That's gotta be annoying, but the thought of it is pretty hilarious.

If the relay got damaged it seems like it could just be the mechanical bits of the relay sticking.

Have you guys tried a brand new relay?
 
Just to bring this back to the top-after having the same issues as well as a dash that was lit up like an xmas tree AFTER the key was out...and no real resolution in the threads I found:

I pulled the kick panels off both sides, and ran a combo of heaters and fans in the truck (in a heated garage) for the day. I also pulled every relay out of the box and left them inside in the sun all day as well.

After a re-install things are 100% again.
 
Currently experiencing the same issue with a sticking horn. I started a thread on a similar problem back in January (Sticky & Sensitive Horn); however, I was always able to rectify the issue by sliding my fingers around the back of the airbag module in the steering wheel and giving it a slight tug outward to stop it.

This time that is not the case. The horn sticks on regardless of how I manipulate the airbag. No rain recently so it’s not a water issue. The relay appears fine, but I did stick it back in the fuse box under the hood without the cover and noticed that once the horn was stuck on the relay stayed closed (the contacts touching). They would not open by themselves. I also noticed I have constant +12V across legs 1 & 2 and 1 & 3, and after reading this thread it sounds like I’m only supposed to have it across legs 1 & 2. I’m thinking about buying a new relay just as a simple first step, but the fact I have +12V across two sets of legs makes me think this is an issue with the contacts in the steering wheel. Does that thinking sound correct? Any tips?
